The decree-law no. 177/2026, which amends the Public Contracts Code (CCP), comes into force in October with the aim of reforming public procurement rules in Portugal.
The revision aims at three main objectives: simplifying, clarifying and updating the rules applicable to public procurement, which currently face several difficulties.
Among the identified problems that motivated this change are the slowness of procedures, the excessive bureaucratic burden and the outdated nature of some CCP regulations.
