Carneiro and the viability of OE2027: guarantees only from the prime minister

Expresso3 September 2026 at 22:57

Public debt interest pressure is increasing in the State Budget for 2027, according to a document from the Portuguese Ministry of Finance. This situation arises in a context of budget negotiations between the government and opposition parties.

Prime Minister Luís Montenegro now faces the task of securing support for the viability of SB2027. Negotiations with the Socialist Party, the main opposition party, prove to be particularly delicate.

José Luís Carneiro, the Socialist Party's parliamentary leader, revealed to Expresso newspaper that only one of the four demands made by his party to make the budget proposal viable was met by the government. This position by the Socialist Party puts the approval of the State Budget for 2027 in question.

The budget negotiation is taking place in a scenario of political tension, where Montenegro's minority government needs parliamentary support to see its budget proposal approved, now dependent on the concessions it is willing to make to the Socialist Party.
