Castro had caviar tasting at luxury hotel in SP, paid by ex-advisor of Brazão linked to Refit, PF says

The former governor of Rio Cláudio Castro received a caviar tasting at a luxury hotel in São Paulo, in April 2026, whose cost of R$ 10,500.00 was paid by a lawyer who was an advisor to former deputy Domingos Brazão and is suspected of connections with businessman Ricardo Magro, from Refit. The PF states that Castro requested the acquisition of different types and quantities of caviar for delivery at the Hotel Emiliano.

The information is contained in a Federal Police report that supported Operation Sem Refino 2, launched in August of this year. The investigation examines the involvement of members of the Castro government with fraud that benefited Refit, formerly Refinaria de Manguinhos, whose bankruptcy was decreed by the Rio de Janeiro court this Monday.

The PF report was under seal and was made public this Thursday by decision of the minister of the Supreme Federal Court Alexandre de Moraes, rapporteur of the case. The operation investigates alleged irregularities that would have favored Ricardo Magro's company during Cláudio Castro's administration in the government of Rio de Janeiro.
