Lavrov stated that the decision is a response to the closure of the Russian consulate in Bonn and the Russian house in Berlin. These spaces were closed following an attempted attack in Leipzig.
Germany attributed the responsibility for the attempted attack in Leipzig to Russia. This incident escalated diplomatic tensions between the two countries.
