Public consultation concludes first cycle of SBCE

The public consultation on the monitoring, reporting, and verification schedule for emissions from the Brazilian Emissions Trading System was closed on August 28, 2026, marking the conclusion of the first cycle of regulation of the Brazilian carbon market. The consultation had been opened on July 28 by the Extraordinary Secretariat for the Carbon Market, linked to the Ministry of Finance.

The draft proposal provides for the gradual entry of 17 sectors into reporting obligations in three stages. The first phase, scheduled for 2027, covers emission-intensive activities, including cement, primary aluminum, integrated steel, refining, oil and gas, pulp, and air transport. The second phase, in 2029, includes mining, the electricity sector, chemicals, food and beverages, glass, ceramics, waste, and sewage. The third phase, in 2031, contemplates road, rail, and waterway transportation.

The Ministry of Finance clarified that the inclusion of a sector in the monitoring system does not imply immediate submission to emission limits or reconciliation of obligations. These parameters will depend on the National Carbon Credits Plan, which has yet to be defined.

Portuguese João Brígido appointed to lead Philip Morris International's largest factory in the world

João Brígido, until now director of the Tabaqueira factory in Portugal, was appointed to lead Philip Morris International's industrial unit in Crespellano, Bologna, Italy, considered the largest factory of the group worldwide. A graduate in Electrical Engineering from ESTS, Brígido began his career at PMI in Portugal in 1999 and, over more than two decades, held Operations management positions in South Korea, Brazil and the Philippines, also having led the factory in Otopeni, Romania. The Crespellano unit, inaugurated in 2016, was the first of the group dedicated to large-scale production of heated tobacco products and hosts PMI's largest Industrial Center of Excellence. Brígido states he carries with him the experience of a highly competitive operation focused on rigor and people.
