The Minister of the Presidency, Justice and Relations with the Courts, Félix Bolaños, was the first member of the Government to be asked for explanations after the content of a police report became known, which concludes that the massive entry of migrants on July 30 and 31 was guided by Moroccan Gendarmerie under orders from plainclothes agents, with an end distinct from the migratory one.

The report was prepared at the request of a judge of the National Court who is investigating the case. This document maintains that the entry operation into Ceuta had characteristics that go beyond a simple migratory flow.

Bolaños denied that any information about Morocco's involvement in the massive entry of migrants into Ceuta has been hidden and asked for caution in the analysis of these facts, defending the need to await more information before drawing conclusions.
