The crisis in Ceuta led the Spanish Government to activate for the first time a provision existing since 2015, but never applied until now: the situation of interest for national security (SISN). This measure was used as a response to the crisis in the Spanish city of Ceuta, in North Africa.
The activation of this legal figure was made through Royal Decree 681/2026, of August 25, which officially declared the situation of interest for national security. This declaration represents a milestone in the application of this legal tool, which had existed in the Spanish legal system for more than a decade without ever being put into practice.
The measure was complemented by the resource declaration approved through Royal Decree 705/2026, of August 26, which established the additional means necessary to address the situation. In this way, the Spanish Executive now has extraordinary tools to manage the crisis in Ceuta.
