CASTELO BRANCO: On the eve of the summit in Lisbon, the Iberian Alliance demands concrete start of works on the "Highway of Hope" between Moraleja and the municipality

SAPO Notícias1 September 2026 at 14:05

On the eve of a summit in Lisbon, the European Territorial Alliance demanded concrete commitments and binding timelines for the start of works on the "Highway of Hope", which will connect Moraleja to the municipality of Castelo Branco. The organization also warned of the need to unblock cross-border connections between Portugal and Spain.

The decisive meeting is scheduled for Wednesday, September 2, and brings together the Infrastructure Councillor of the Junta de Extremadura, among other officials. This meeting arises as an opportunity for both countries to advance the cross-border infrastructure project.

The "Highway of Hope" represents a project long claimed by the communities of border regions, who consider this route essential for the economic and social development of the border area. The Iberian Alliance argues that the moment is now to move forward with concrete actions.

The promoters of this initiative argue that without binding timelines and firm commitments from Spanish and Portuguese authorities, the project risks remaining indefinitely in the planning phase, frustrating the expectations of local populations.

Government admits problems with the Volta System and says solutions are being found

The Minister of Environment, Maria da Graça Carvalho, admitted in Brussels that the Volta System, which came into operation in Portugal in April 2026, has presented problems in its implementation, particularly related to the disposal of packaging on public roads and with people searching through trash to obtain the reimbursement of 10 cents per packaging. The minister highlighted that all identified problems are being analyzed and resolved on a case-by-case basis, emphasizing that all European countries that implemented this deposit and refund system experienced initial disruptions. Among the measures under study are the placement of proper containers near disposal locations, meetings with the hospitality and restaurant sector, and reinforced inspection shared between SDR Portugal and the municipalities, in addition to increasing the number of collection machines.
