The Ministry of Education owes approximately 38 million euros to polytechnic higher education institutions in Portugal. The institutions are issuing a warning about the delicate financial situation they face.
The pressure on polytechnic budgets is compounded by the delay in payment of back pay to teachers. These payments are related to the unfreezing of teaching career progression, which began in 2018.
The unfreezing of career progression was a measure that allowed salary and rank advancement for teachers, but the corresponding payments have been processed with significant delays, creating additional financial difficulties for polytechnic higher education institutions.
