The Federal Senate is processing Bill 4,146/2020, which establishes a valorization and recognition package for professionals who work in waste collection and public area conservation, known as garbage collectors. The project is under analysis in the legislative chamber and proposes a set of measures to improve working conditions and the rights of these workers.
Among the main measures provided for in the project are the establishment of a national minimum wage floor of R$ 3,036 for these professionals, in addition to the granting of food vouchers, basic food basket, and health insurance, whose values would be defined by collective convention or agreement. The text also determines that workers will be entitled to an unhygienic hazard premium corresponding to 40% of the salary.
To make the implementation of the national minimum wage floor feasible, the proposal authorizes the Union to use resources from oil and natural gas royalties and special participation to assist federative entities that need financial support. The measure determines, however, that the portion destined for Education should not be harmed.
The project also consolidates and expands protection and safety standards for the exercise of the functions of these workers, granting special retirement for those who work in unhealthy conditions. The text is currently being processed in the Federal Senate for consideration by the parliamentarians.
