Public consultation of the National Energy Storage Strategy starts on Saturday

The public consultation phase of the National Storage Strategy started today and will run for 20 days, the Government announced through the Ministry of Environment and Energy. The consultation is available on the Participa.pt platform, where citizens, companies or associations can participate by registering comments or documents.

The strategy, presented by the Government on June 29, was developed based on studies by INESC-TEC and Instituto Superior Técnico. The document presents different scenarios for the horizons 2026-2030 and 2026-2040, with the objective of reducing the need for energy imports and integrating more renewable energy in Portugal.

The strategy includes energy storage through batteries and pumped hydro. According to the Minister of Environment and Energy, Maria da Graça Carvalho, there will always be a mix between these two types of storage, with the hydro storage component requiring authorization from Brussels.

The government official explained that storage is important to take advantage of available renewable energies, allowing energy to be stored when there is a lot of sun and low consumption, and used when there is less sun and wind and higher demand. The measure also aims at supply security, price stabilization, system competitiveness and decarbonization.

A consulta pública está disponível em Participa.pt, onde cidadãos, empresas ou associações podem exercer o seu direito de participação e registar comentários ou documentos, nota o Ministério do Ambiente e Energia, em comunicado.

Esta estratégia foi apresentada pelo Governo em 29 de junho, tendo em vista colmatar períodos de défice, alcançar uma maior soberania e contribuir para a estabilização dos preços.

A Estratégia Nacional de Armazenamento, elaborada com base em estudos do INESC-TEC e do Instituto Superior Técnico, tem um período de consulta pública, que abriu agora, e na parte que diz respeito ao armazenamento hídrico carece de autorização de Bruxelas, disse a ministra do Ambiente e Energia, Maria da Graça Carvalho, na altura.

O documento aponta diferentes cenários, no horizonte 2026 – 2030 e 2026 – 2040, no sentido de Portugal reduzir a necessidade de importação de energia e passar a integrar mais energia renovável.

Vai entrar em consulta pública e vamos escolher o cenário“, afirmou então a ministra, indicando que haverá sempre “uma mistura entre armazenagem por baterias e armazenagem hídrica”.

O armazenamento é importante, porque nos permite tirar partido das energias renováveis disponíveis. Quando há muito sol e pouco consumo, de certo modo perdemos essa energia e isso vai possibilitar armazenar e usar quando existe menos sol e menos vento e existe muito consumo”, explicou a governante, em declarações aos jornalistas no final da apresentação dos relatórios técnicos.

De acordo com a ministra, a medida é importante para a segurança do abastecimento, para o preço, para a competitividade do sistema e para a descarbonização.
