National Sound Archive to be inaugurated at the "end of the year"

The National Sound Archive, a cultural facility under construction in Mafra, had its execution deadline extended by 106 days, with the official completion date now set for December 15, 2026. According to the president of Heritage Cultural IP, João Soalheiro, the building structure will be completed by next Monday, followed by finishing work, with the possibility of inauguration still this year.

The first tender for the project, launched in January 2025, received no valid proposals, as none of the four competitors managed to submit a proposal that met the defined base price. In May 2025, a new tender was launched with the updated base price from 4,499,998.00 € to 7,161,256.00 €. On August 5, 2025, the Municipality of Mafra signed a contract for 6,458,349.05 € and works began in September 2025.

The project, integrated into the Recovery and Resilience Plan, faced delays associated with the impact of the Ukraine war on the Portuguese economy and the public works market. In July, the mayor of Mafra, Hugo Moreira Luís, confirmed at the Municipal Assembly that there were investments at risk of losing funding due to non-compliance with PRR rules, including the National Sound Archive. João Soalheiro confirmed that the project meets the PRR target.

The Minister of Economy and Territorial Cohesion stated yesterday, at a press conference, that the PRR is fully executed, having undergone two reprogrammings and adjustments negotiated with the European Commission that allowed the transfer of funding from unfeasible projects to investment in innovation and competitiveness.

O Arquivo Nacional do Som, equipamento atualmente em fase de construção em Mafra, viu este mês o seu prazo de execução prorrogado em 106 dias, passando a ter por data oficial de conclusão, o dia 15 de dezembro de 2026 (ver artigo).

À Lusa, o presidente do Património Cultural IP, João Soalheiro, adiantou que a estrutura do edifício ficará concluída até à próxima segunda‑feira, seguindo‑se os trabalhos de acabamento, cuja conclusão está prevista para os meses seguintes, podendo ser inaugurado em dezembro.

O primeiro concurso para a obra, lançado em janeiro de 2025 (ver artigo), não recebeu propostas válidas. De acordo com o júri, nenhum dos quatro concorrentes conseguiu apresentar uma proposta que satisfizesse o preço base definido, o que levou à não adjudicação da obra (ver artigo).

Em maio de 2025, foi lançado um novo concurso público para a construção das instalações do Arquivo Nacional do Som, cujo prazo para apresentação de propostas viria a ser prorrogado no início de junho. Neste procedimento, o preço base foi atualizado de 4.499.998,00 € para 7.161.256,00 €.

A 5 de agosto de 2025, a Câmara de Mafra assinou um contrato, no valor de 6.458.349,05 € (acrescido de IVA à taxa legal em vigor), para a construção das instalações. As obras arrancaram em setembro de 2025 (ver artigo).

De acordo com João Soalheiro, a empreitada, integrada no Plano de Recuperação e Resiliência, enfrentou atrasos associados ao impacto da guerra na Ucrânia na economia portuguesa e no mercado das obras públicas.

Em julho, numa sessão da Assembleia Municipal de Mafra, o presidente da Câmara, Hugo Moreira Luís, confirmou a existência de investimentos em risco de perder financiamento, por incumprimento das normas do PRR, entre os quais se encontrava o Arquivo Nacional do Som (ver artigo).

À Lusa, o presidente do Património Cultural garantiu que a obra cumpre a meta do PRR, afirmando: “Estará construído, não acabado, mas estará acabado a ponto de poder ser inaugurado até ao final do ano”.

Ontem, o Ministro da Economia e Coesão Territorial afirmou, em conferência de imprensa, que “o Plano de Recuperação e Resiliência (PRR) está totalmente executado”. Acrescentou ainda que o PRR teve “duas reprogramações e alguns ajustamentos, negociados com a Comissão Europeia, que permitiram retirar financiamento de projetos inexequíveis no prazo ( que serão futuramente financiados pelo Orçamento do Estado ou pelos fundos europeus do Portugal 2030) e transferi-lo para investimento em inovação e competitividade das empresas e da economia”.
