Isaltino Morais, mayor of Oeiras, is to be tried for appointing municipal directors without resorting to public competitions. The Public Ministry filed charges against the president of the Oeiras Municipal Chamber for these illegal appointments.
The mayor had already been sanctioned by the Court of Auditors, which attributed financial liabilities to him. However, Isaltino Morais returned to using the same illegal expedient after that conviction.
In addition to Isaltino Morais, mayors from Seixal will also be tried for similar practices of appointing directors without the required public competition openings.
Appointments without competition constitute a violation of public sector recruitment rules, allowing people to be placed in leadership positions without having been subjected to the legally required competitive process.
