This article presents an outline of an institutional model for municipalist regionalization in Portugal. The text emerges as a complement to a previous work titled "Regionalization, Municipality, and Monarchy: Towards an Organic Reform of the Portuguese State", deepening the territorial organization proposal developed therein. The study focuses on the articulation between municipalities and regions, proposing a model that reinforces the role of local authorities in regional governance. The approach is framed within the debate on the organic reform of the Portuguese state and the administrative organization of the national territory.
