The Public Security PEC (PEC 18/2025) may remove approximately R$ 480 million per year from resources destined for Brazilian sports. The estimate was presented in a request during the proposal's consideration in the Senate, which has already been approved by the Chamber of Deputies. The financial impact represents a significant loss for the national sports sector.

The problem lies in a provision of the PEC that changes the distribution of money collected from fixed-quota betting, the so-called bets. The proposal provides that 30% of the revenue from bets, after payment of prizes, taxes, and operator expenses, be destined for the National Public Security Fund (FNSP) and the National Prison Fund (Funpen). Currently, part of this money funds areas such as sports, education, and health.

Entities from the sports sector are mobilizing against this change. The Brazilian Confederation of Boxing (CBBoxe) is one of those advocating for changes in the proposal's text before the Senate vote. The entity seeks to protect the resources that are currently destined for Brazilian sports.

PEC 18/2025 is currently under consideration in the Federal Senate. The discussion about the negative impact on sports has gained strength among parliamentarians, and sports entities hope that the text will be modified to preserve funding for the sector.
