President of the Republic promulgates amendments to the Public Contracts Code

SAPO Notícias28 August 2026 at 16:13

The President of the Republic promulgated amendments to the Public Contracts Code. The PCC, approved by Decree-Law No. 18/2008 of January 29, constitutes the fundamental norm that regulates the discipline of public procurement in Portugal.

This code also establishes the substantive regime of administrative contracts in the Portuguese legal system. The amendments now promulgated aim to update this regulatory framework that has a significant impact on the public procurement procedures of the State.

The original approval of the PCC in 2008 represented a profound reformulation of the public procurement rules in Portugal, consolidating into a single legal instrument the rules previously scattered across various separate legislation.
