Bolieiro's Government in the Azores tests new work organization

The Government of José Manuel Bolieiro in the Azores became the first region in Portugal to move forward with the four-day week experience at the public sector level. Since January, 400 employees from 14 departments tested a reduced work schedule for six months, with the pilot ending at the end of June. The project was coordinated by Rita Fontinha, professor at the Henley Business School at the University of Reading, and co-coordinated by Pedro Gomes, who considered that the experience "went very well."

Workers voluntarily joined the project, which was also presented to the unions. Two proposals were offered: a 32-hour week with four days of eight hours, or a 32-hour week with four days of seven hours and a fifth day with four hours. In both cases, there were no salary cuts.

The departments did not reduce opening hours nor hire more workers, with the focus remaining on improving processes and using technology. The report with the results will be ready by September, and it will be based on this that the Regional Government decides the next steps.

The AD executive intends to assess the impact of the measure on productivity and worker satisfaction, without compromising the quality of service provided. The goal is to identify opportunities to streamline processes, debureaucratize, and make public employment more attractive to young people.

À semelhança do piloto realizado no continente em 2023 junto de empresas privadas, o piloto açoriano teve a duração de seis meses, terminando no final de junho. O relatório estará pronto já setembro e será a partir dele que o Governo de José Manuel Bolieiro decidirá os próximos passos.
As quatro centenas de trabalhadores alinharam voluntariamente no projeto, que também foi apresentado aos sindicatos. Em cima da mesa estavam duas propostas à escolha: trabalhar uma semana de 32 horas, com quatro dias de oito horas ou uma semana de 32 horas, com quatro dias de sete horas e um quinto com quatro horas. Em ambos casos, sem cortes na remuneração.
Os departamentos não reduziram o período de abertura, nem contrataram mais trabalhadores, estando o foco centrado na melhoria de processos e no uso de tecnologia, revela Pedro Gomes ao JE.
O Governo da AD quer perceber que impacto tem uma tal medida na produtividade e na satisfação dos trabalhadores, sem beliscar a qualidade do serviço prestado às pessoas e às empresas. Pretende identificar oportunidades onde pode agilizar processos, desburocratizar e tornar o emprego público mais atraente para os jovens.
