Mota-Engil will contest the exclusion of the Lusolav consortium, of which it is part, from the tender for the Oiã-Soure section of high-speed rail. The tender jury recommended awarding to the proposal submitted by the consortium formed by Sacyr, DST and ACA, which led the Portuguese builder to question the decision. CEO Carlos Mota dos Santos criticized the score of just 8.381 out of 20 given to their proposal, stating he had never seen a tender with an intention to award to a proposal without a positive evaluation.
The Lusolav consortium, which includes Mota-Engil and six other Portuguese builders, now has ten days to formally submit the contest to the preliminary report. The builder considers its exclusion wrong and also points out doubts about the winning competing proposal.
Lusolav had alleged that the proposal submitted by Sacyr, DST and ACA exceeded by 186 million euros the maximum cost planned for the project in the Coimbra area. This financial issue was one of the arguments used to contest the award recommendation.
Despite the ongoing contest process, Carlos Mota dos Santos guaranteed that the interest of the Lusolav consortium in future tenders for high-speed rail in Portugal is not at stake, signaling the intention to continue participating in similar projects.
