A report from the National Council of Justice (CNJ) released in June revealed that two-thirds (66%) of prisons in Brazil are overcrowded, and a large portion face precarious access to basic supplies, such as water.

The federal system currently has five penitentiaries, with 1,040 spaces, aimed at inmates considered to be of high dangerousness. Even so, even when isolated, gang leaders still dictate the rules in territories dominated by organized crime.
