Lisbon creche wins the absenteeism battle and maintains four-day week

Centro Infantil Maria de Monserrate, in Lisbon, was the world's first creche to test the four-day work week in a pilot project. Managed by the association Caminhos da Infância, the creche has 25 staff members and 92 children, and decided to maintain this work model with the necessary adaptations. The executive director of the association, Inês Poeiras, states that decisions are not imposed by management, but result from team reflection.

Contrary to the myth that a four-day week requires closing one day, this creche operates Monday to Friday. In September, they worked all five days as it was a period of adaptation for children and families, and in October they started in "hybrid mode," alternating every two weeks.

The 15% reduction in working hours required hiring one person, increasing staff by 5%, a cost that was offset by adjustments to extra-salary benefits and one less day in the meal allowance. Poeiras stated that absenteeism has been a battle won, but staff retention is not yet guaranteed, given that the higher salaries in the public sector are difficult to compete with for an IPSS.

Como qualquer estabelecimento de ensino, esta creche funciona de segunda a sexta-feira o que arrasa o mito de que para ter a semana de quatro dias é preciso encerrar um dia.

“Vamos adaptando ao ritmo do nosso plano de atividades e às necessidades do todo. Mas é importante também perceber que estas decisões não são uma imposição das chefias, mas sim o fruto de uma reflexão da equipa”, explica Inês Poeira.

Por exemplo, em setembro trabalharam os cinco dias da semana por ser um período de adaptação de crianças e famílias, e em outubro arrancaram em “modo híbrido” (de duas em duas semanas).

Inês Poeira adianta ao JE que “o absentismo tem sido uma batalha ganha, mas a retenção ainda não é garantida”. Aqui entram outros fatores como os elevados salários da rede pública com os quais uma IPSS (Instituição Pública de Solidariedade Social) não consegue competir.

Na creche, uma grande dificuldade era garantir o número de efetivos necessários ao funcionamento diário sem beliscar a rotina das 92 crianças. No piloto, a redução de 15% das horas trabalhadas obrigou a contratar uma pessoa, aumentando os efetivos em 5%. Este custo foi compensado com ajustes nos benefícios extrassalariais oferecidos e menos um dia no subsídio de refeição.
