Isaltino Morais, president of the Oeiras Municipal Council, will be tried by the Court of Auditors for 58 irregular appointments of managers. The mayor kept dozens of managers on a temporary basis beyond the period provided by law, without opening the respective public competitions.
The case arose after an audit by the Court of Auditors, whose results were released in May. The audit identified 49 municipal managers appointed on a temporary basis who had far exceeded the three-year legal limit.
After the audit, a fine of 2,550 euros was proposed that would have allowed the case to be closed. However, Isaltino Morais refused to pay this amount, which led to the case being tried by the Court of Auditors.
The process is not limited to the borders of the municipality of Oeiras, being a case of great magnitude that involves a significant number of appointments without the proper public competition.
