The crisis in Ceuta is ceasing to be a humanitarian emergency and becoming a management and coexistence problem that the Government has yet to resolve. The creation of a single command under the direction of Ángel Víctor Torres, the reinforcement of police and military forces, and the acceleration of returns within legal limits are necessary measures, but almost a month after the mass arrival, thousands of people continue to be in the city without a clear horizon to resolve their situation. The Government acknowledges that normalization will take time and, meanwhile, the perception is growing that the State has not fully regained control.
