Leitão Amaro defends that return law helps authorities combat illegal immigration

The Minister of the Presidency, António Leitão Amaro, defended today that the return law is an important tool for authorities to combat illegal immigration in Portugal. The official stressed that "violating the law has consequences", reinforcing the executive's position on the application of this legislation.

The Constitutional Court gave "green light" to the return law, unblocking what the executive considered to be the last piece of immigration reform. This decision allowed the legislation establishing rules for the return of migrants in irregular situations to move forward.

António Leitão Amaro stated that the immigration reform, which has been underway for two years, is regulated and humanitarian. The minister emphasized that the government's focus is on solving problems related to immigration in the country.

The return law is part of a broader set of measures to reform Portugal's migratory system, which has sought to balance border control with an approach considered humanitarian by the authorities.

MFF 2028-2034: Ensuring resources without taking away decision-making capacity from the ORs

The next Multiannual Financial Framework (MFF) of the European Union for 2028-2034 represents more than a budget negotiation; it is crucial for the Outermost Regions (ORs) that want to ensure resources without losing autonomy in the use of funds. The proposal from the European Commission presents two main problems: cuts to the Cohesion Fund and the centralization of fund management in Brussels and in national governments, which may limit the decision-making capacity of the ORs over the use of the amounts intended for them.

The Portuguese Recovery and Resilience Plan (PRR) achieved 100% execution, but excluded works and contracts awarded in excess now represent a significant burden for the State Budget. The government has not yet managed to quantify the exact value it will have to bear to cover these expenses that were outside the original plan funded by the European Union.
