The mayor of Oeiras, Isaltino Morais, will be judged by the Court of Auditors (TdC) for appointments of directors without public competition. The situation refers to the recurring practice of placing people in management positions on an acting basis, without having been subjected to the legally required competitive recruitment process.
The municipality of Oeiras currently has 58 directors serving in an acting capacity, some of whom have held these positions for several years. This situation represents a violation of the rules that require the opening of competitions for filling leadership and management positions in municipal services.
Isaltino Morais refused to pay a fine of 2.5 thousand euros that was imposed on him by the Court of Auditors, which resulted in the case being sent to trial. In addition to the mayor, other mayors will also be involved in this legal proceeding.
The case arises in a context where appointments without competition for management positions in the public administration have been subject to increasing scrutiny by oversight bodies, which warn of the risks of violating the principles of transparency, equality and merit in recruitment procedures.
