S&P Global keeps national debt rating at 'A+' with 'positive' outlook

S&P Global Ratings maintained Portugal's public debt rating at 'A+' with a 'positive' outlook on Friday, in the American agency's second scheduled assessment of national bonds. This rating and outlook had been in effect since February, when S&P reaffirmed the 'A+' rating and upgraded the economic outlook from 'stable' to 'positive', an improvement that had occurred a year earlier.

The dominant expectation among analysts was that the agency would wait for the presentation of the 2027 State Budget before making changes to the national rating, so the maintenance of the rating was in line with these forecasts.

S&P assigns the highest level to Portuguese debt among the major international rating agencies, holding the fifth highest grade on the scale. In comparison, Fitch assigns an 'A' to Portugal (one level below), with the next review scheduled for September 12, while Moody's assigns an 'A3' (one level below Fitch), with a review planned for November 17.

DBRS also assigns Portugal an 'A (high)', having carried out three rating upgrades this year. Only Moody's does not see Portugal with 'positive' prospects, assigning a 'stable' outlook instead.

A S&P Global Ratings optou esta sexta-feira por manter a notação da dívida pública portuguesa em ‘A+’ e perspetiva ‘positiva’, isto na segunda avaliação programada da agência norte-americana aos títulos nacionais.

A dívida portuguesa mantém assim o cenário que vigorava desde fevereiro, quando a S&P reafirmou o rating ‘A+’, mas atualizou em alta as perspectivas económicas de ‘estáveis’ para ‘positivas’. A melhoria da notação havia acontecido há um ano, na segunda avaliação anual programada aos títulos de dívida pública nacionais.

Esta era a visão dominante dos analistas, que apontavam para a probabilidade de a agência norte-americana aguardar pela apresentação do Orçamento do Estado para 2027 (OE2027) para avançarem com alterações à notação nacional.

A S&P atribui o nível mais alto à dívida nacional entre as principais agências internacionais de rating, com a quinta nota mais elevada da escala. A nível comparativo, a Fitch, que se pronuncia a 12 de setembro sobre os títulos nacionais, atribui um ‘A’ a Portugal, ou seja, um nível abaixo da nota dada pela S&P.

Já a Moody’s atribuiu a Portugal um ‘A3’, o que equivale a um nível abaixo da notação dada pela Fitch. A próxima revisão da Moody’s dos títulos portugueses está marcada para 17 de novembro.

Já a DBRS marcou para este ano três atualizações do rating português, dando um ‘A (alto)’ aos títulos nacionais. Destas, apenas a Moody’s não vê Portugal com perspetivas ‘positivas’, atribuindo ao invés um outlook ‘estável’.
