Standard & Poor's maintains rating and "positive" outlook for Portuguese public debt

Standard & Poor's decided to maintain the Portuguese public debt rating in the "A+" category, as well as the "positive" outlook, a decision that was in line with economists' expectations. This was the agency's second assessment of Portuguese debt this year, after it improved the outlook from stable to positive in February, signaling a possible rating upgrade.

The agency highlighted Portugal's "resilient economic growth" and stated it expects the rise in energy prices caused by the blockade of the Strait of Hormuz to have "a moderate impact" on the Portuguese economy this year, due to the country's low energy intensity, the positive effect of tourism, and the acceleration of investment resulting from PRR. After 2026, S&P anticipates economic growth to continue at similar levels, as the easing of energy prices supports net exports and private consumption compensates for slower investment after the PRR peak.

The positive outlook reflects the institution's view that Portugal's economic growth will continue to support increasing wealth levels despite current volatility, and that prudent public policies, despite political fragmentation, will allow the country to absorb budgetary pressures such as demographic changes and Defense requirements, without compromising the reduction of public debt.

The rating maintenance occurs roughly one year after S&P raised the national sovereign debt rating from "A" to "A+," when the Finance Ministry considered it "a victory for Portugal and the path the country has taken" in reducing debt.


A Standard & Poor’s (S&P) decidiu esta sexta-feira manter na categoria “A+” a notação atribuída à dívida pública portuguesa, bem como a perspetiva “positiva”. A decisão vai ao encontro do que era esperado pelos economistas.

Destacando o “crescimento económico resiliente” de Portugal, a S&P afirma esperar que o encarecimento dos preços da energia provocado pelo bloqueio do Estreito de Ormuz tenha “um impacto moderado” na economia portuguesa este ano, devido à “baixa intensidade energética” do país, ao efeito positivo do turismo e à aceleração do investimento resultante do PRR.

“Após 2026, e sem contar com um novo choque externo, vemos o crescimento económico continuar em níveis semelhantes, à medida que o alívio dos preços da energia apoia as exportações líquidas e o consumo privado compensam um investimento mais lento após o pico” do PRR.

“O outlook positivo reflete a nossa visão de que o crescimento económico de Portugal continuará a suportar crescentes níveis de riquexa, apesar da atual volatilidade. Simultaneamente, reflete a nossa visão de que políticas públicas prudentes, apesar da fragmentação política, permitirão ao país absorver as pressões orçamentais, como as mudanças demográficas e as exigências de Defesa, sem comprometer a redução da dívida pública geral em curso”, justifica também a instituição.

Esta foi a segunda avaliação da agência norte-americana à dívida portuguesa este ano, depois de, em fevereiro, a S&P ter decidido melhorar o outlook de estável para positivo, que sinaliza um possível aumento do rating.

A manutenção da notação e da perspetiva dá-se sensivelmente um ano depois de esta mesma agência ter aumentado o rating da dívida soberana nacional de “A” para “A+”. Na altura, o Ministério das Finanças considerou ser “uma vitória para Portugal e para o caminho percorrido pelo país” na redução do endividamento.
