Anafre initiates round of meetings with intermunicipal communities to strengthen parishes' access to European funds

The National Association of Parishes (Anafre) began in Beira Baixa a round of meetings with Intermunicipal Communities to strengthen the participation of parishes in defining local investment priorities financed by European funds. The first meeting took place on Thursday (27), in Proença-a-Nova, with the Intermunicipal Community of Beira Baixa, and sought to raise awareness for greater involvement of parishes in the decision-making processes about local and intermunicipal investments.

The meetings aim to promote dialogue with intermunicipal communities and municipalities, considered fundamental partners in defining territorial priorities and in the operationalisation of financing instruments. Anafre advocates for more effective involvement of parishes in the discussion of priority investment areas, taking into account the direct knowledge they possess of the needs of populations and their respective territories.

The president of the association, Francisco Branco de Brito, highlighted that the proximity knowledge of parishes can contribute to directing European funds to locally identified needs. The matter has also been discussed with the Government, but Anafre considers a coordination with the entities that, in the territories, participate in the operationalisation of funds and in the choice of priority investment areas necessary.

Francisco Branco de Brito considered that the current levels of execution of regional programmes justify the expansion of the number of entities with access to financing, arguing that the inclusion of parishes could contribute to increasing fund execution and the number of interventions in territories. The president of Anafre recalled that the proposal does not intend to take money away from municipalities, but to increase the overall volume of investment destined for local government.

A Associação Nacional de Freguesias (Anafre) iniciou na Beira Baixa uma ronda de encontros com Comunidades Intermunicipais para reforçar a participação das freguesias na definição das prioridades de investimento local financiadas por fundos europeus. A primeira reunião decorreu na quinta-feira (27), em Proença-a-Nova, com a Comunidade Intermunicipal da Beira Baixa, e pretendeu sensibilizar comunidades intermunicipais e municípios para um maior envolvimento das freguesias nos processos de decisão sobre investimentos locais e intermunicipais.  

Segundo a Anafre, os encontros procuram promover o diálogo com as comunidades intermunicipais e os municípios, considerados parceiros fundamentais na definição das prioridades dos territórios e na operacionalização de instrumentos de financiamento, nomeadamente fundos europeus. A associação defende um envolvimento mais efectivo das freguesias na discussão das áreas prioritárias de investimento, tendo em conta o conhecimento directo que possuem das necessidades das populações e dos respectivos territórios. Para a Anafre, um eventual aumento do acesso das freguesias aos fundos europeus deve ser acompanhado pela sua participação nos momentos de definição estratégica e planeamento territorial. 

O presidente da associação, Francisco Branco de Brito, salientou que o conhecimento de proximidade das freguesias pode contribuir para direccionar os fundos europeus para as necessidades identificadas localmente. A matéria tem também sido discutida com o Governo, mas a Anafre considera necessária uma articulação com as entidades que, nos territórios, participam na operacionalização dos fundos e na escolha das áreas prioritárias de investimento. A associação defende ainda a utilização dos mecanismos de consulta e articulação já existentes para garantir a participação das freguesias em matérias consideradas estruturantes para o desenvolvimento local. 

Francisco Branco de Brito considerou que os actuais níveis de execução dos programas regionais justificam o alargamento do número de entidades com acesso a financiamento, defendendo que a inclusão das freguesias poderá contribuir para aumentar a execução dos fundos e o número de intervenções nos territórios. O presidente da Anafre frisou ainda que a proposta não pretende retirar verbas aos municípios, mas aumentar o volume global de investimento destinado ao poder local.
