Building permits and housing rehabilitation fall 6.9% by June

Building permits for the construction and rehabilitation of residential buildings fell 6.9% in the first half of 2026, year-on-year, to 9,836 permits, according to data from the Association of Civil Construction and Public Works Industries (AICCOPN). However, the number of licensed dwellings showed positive performance, having increased by 4% year-on-year, to a total of 22,216 units.

Cement consumption in the domestic market reached 2.084 million tonnes by June, representing a growth of 5.9% compared to the same period of the previous year. The housing credit market also remained dynamic, with the amount of new credit granted in the first six months of the year, excluding renegotiations, reaching 12,153 million euros, a year-on-year increase of 11.3%.

In June, bank valuations of housing recorded significant appreciation, with the median value growing 16.6% compared to the same month of the previous year. Apartments stood out with the highest appreciation, at 18.3%, while the median value of houses grew by 15.2%.

In the North region, in the 12 months ended June 2026, 20,403 dwellings were licensed in new constructions, representing an increase of 17% compared to the 17,401 units licensed in the same period. Of the total licensed dwellings, 26% correspond to T0 or T1 typologies, 31% to T2, 37% to T3, and 6% to T4 or larger.

De acordo com a mais recente Síntese Estatística da Habitação da Associação dos Industriais da Construção Civil e Obras Públicas Nacional (AICCOPN), o número de licenças emitidas para projetos de construção e reabilitação habitacional registou uma diminuição homóloga de 6,9% até junho, para 9.836.

Pelo contrário, o número de fogos licenciados “continuou a apresentar um desempenho positivo”, tendo aumentado 4% em termos homólogos, para um total de 22.216 alojamentos.

Até ao final de junho, os dados da AICCOPN apontam ainda que o consumo de cimento no mercado nacional atingiu 2.084 milhões de toneladas, o que representa um aumento de 5,9% face ao mesmo período do ano anterior.

A associação lembra que o mercado de crédito à habitação “permanece igualmente dinâmico”, tendo o montante de novo crédito concedido nos primeiros seis meses do ano, excluindo renegociações, atingido 12.153 milhões de euros, um aumento homólogo de 11,3%.

Em junho, também a avaliação bancária da habitação registou uma valorização, com o valor mediano a crescer 16,6% face ao mesmo mês do ano anterior, destacando-se os apartamentos com a maior valorização, de 18,3%, enquanto o valor mediano das moradias cresceu 15,2%.

Analisando em mais detalhe a região Norte, a AICCOPN indica que, nos 12 meses terminados em junho de 2026, foram licenciados 20.403 fogos em construções novas, o que representa um aumento de 17% face aos 17.401 alojamentos licenciados no período homólogo.

Do total de fogos licenciados, 26% dizem respeito a tipologias T0 ou T1, 31% a T2, 37% a T3 e 6% a T4 ou superior.
