Portuguese people who retire early under these conditions will face even greater cuts to their pension

In Portugal, workers who wish to retire early without meeting the legal retirement age face increasing cuts to their pensions, with the sustainability factor rising to 17.63% in 2026, compared to 16.9% applied in 2025. This penalty results from the increase in average life expectancy at age 65, which reached 20.19 years in the 2023-2025 three-year period. The normal age of access to the old-age pension is set at 66 years and nine months in 2026 and will rise to 66 years and 11 months in 2027, and those who retire before this age without being covered by special schemes will be subject to an additional cut of a penalty of 0.5% for each month of early retirement. There are, however, exceptions for workers with 40 years of contributions at age 60 or with at least 46 years of contributory career.
