High tax burden and excessive licensing are still obstacles for data centers, say analysts

Analysts point out that the high tax burden and excessive regulatory licenses are the main obstacles for data center projects in Brazil, while infrastructure and service offerings are not concerns. The federal program Redata, which would offer tax breaks for data center equipment, expired in February after not being voted on by Congress, where it had been pending as a provisional measure since September, and now awaits approval as a regular bill. A proposed agreement at Confaz to reduce ICMS on equipment is also stalled. Meanwhile, the advancement of artificial intelligence is attracting new data center projects to Rio de Janeiro, and Brazilian companies in the sector, such as Modular, continue seeking financing to expand their operations.
