After a meeting with President Lula, Senate President Davi Alcolumbre announced that five topics will be analyzed during the concentrated effort in Congress next week, before the elections. The agenda includes the constitutional amendment to end the 6 by 1 schedule, the Public Security constitutional amendment, the provisional measure on taxation of international purchases (known as the Little Blouses provisional measure), the Redata, and the project on rare earths and critical minerals, topics considered important for Lula's reelection campaign.
Montenegro's prime minister reiterated the commitment not to make changes to Social Security during the current legislative term, advocating instead for the need to reach a "national understanding" on system reforms before the next elections, in order to guarantee stability and political consensus for any future changes.
The Portuguese Government recognized as a natural disaster the rural fires that affected the municipalities of Vouzela and Valpaços between July and August, allocating ten million euros to support the affected agricultural holdings. The fires caused significant damage to crops such as chestnut trees, olive groves and vineyards, compromising the productive potential essential for the local economy. The support, in the form of a non-reimbursable grant, aims to restore the productive potential of holdings with damage exceeding 30%, with 100% funding for the first 10,000 euros of eligible expenditure.
Prime Minister Luís Montenegro defended the need to reach a "national understanding" about the future of Social Security before the next legislative elections, warning that solutions and funding sources will need to be negotiated among political parties to guarantee the system's sustainability. Montenegro acknowledged that the topic requires cross-party consensus and that the country needs structural responses to the demographic and financial challenges that threaten Social Security's viability.
The Senate president, Davi Alcolumbre, defined the rapporteurs for priority provisional measures for the Lula government after months of the Executive branch being sidelined. Senator Leila Barros (PDT-DF) was chosen to rapporteur the MP that ends the so-called "blusinha tax," which was stalled and at risk of expiring before September 8. The agreement was reached after a meeting between Alcolumbre, Lula, and the Chamber president, Hugo Motta. Deputy Reginaldo Lopes (PT-MG) will be the president of the joint committee for the MP, and Senator Eduardo Braga (MDB-AM) will be responsible for the rapporteurship of the bill that regulates mineral exploration.
