Luanda Summit Must Move from Political Declarations to Crisis Solutions

Angola's Minister of Foreign Affairs, Téte António, defended that the African Union's Luanda Summit must move from political declarations to concrete solutions for crises in Africa. The Angolan capital is hosting this meeting exclusively dedicated to strengthening conflict prevention and resolution mechanisms, preparing documents for the 21st extraordinary summit of heads of State and Government.

The Chairperson of the African Union Executive Council, Édouard Bizimana, praised the commitment of Angolan President João Lourenço, who was appointed as the African Union Champion for Peace and Reconciliation in Africa and is the driving force behind this summit. Bizimana acknowledged that, although the continent has made significant institutional progress with the creation of bodies such as the Peace and Security Council and the Continental Early Warning System, Africa continues to face significant challenges such as persistent conflicts, terrorism, organized transnational crime, and humanitarian crises.

The African Union's Agenda 2063 "Silencing the Guns" program aims to transform the continent into a more peaceful, stable, and secure space. For Minister Téte António, Africa should not merely react to crises after they have taken hold, but rather develop mechanisms with the capacity for anticipation and effective interventions, advocating that regional and continental cooperation is the surest path to lasting peace.

The Chairperson of the African Union Commission, Mahmoud Ali Youssouf, who was in Luanda, stated that Africa must strengthen its capacity to ensure its own means for peace and security, emphasizing that the continent cannot always wait for external assistance and must organize itself to recover its sovereignty and protect itself through its own efforts.

O representante da diplomacia angolana falava na abertura da reunião do Conselho Executivo da União Africana que tem a missão de preparar os documentos em discussão, no domingo, na 21.ª cimeira extraordinária de chefes de Estado e de Governo.

A capital angolana é a anfitriã do encontro, dedicado exclusivamente ao reforço dos mecanismos de prevenção e resolução de conflitos.

Para o ministro Téte António, não basta África continuar a reagir às crises depois de estas se instalarem – o continente tem de ter mecanismos com capacidade de antecipação e intervenções capazes.

A cooperação regional e continental, considerou, “continua a ser o caminho mais seguro para a paz duradoura”. Por isso, defendeu que “a cimeira de Luanda deve marcar a passagem das declarações políticas para soluções capazes de produzir efeitos práticos”.

Também nos discursos de abertura, o presidente do Conselho executivo da União Africana, Édouard Bizimana, elogiou o empenho do chefe de Estado angolano, João Lourenço no reforço dos mecanismos de prevenção e de resolução de conflitos em África.

João Lourenço foi nomeado campeão da União Africana para a Paz e Reconciliação em África e é o impulsionar da cimeira de Luanda dedicada ao tema da prevenção de conflitos.

O também chefe da diplomacia do Burundi, Édouard Bizimana, entende que o continente tem registado “uma evolução institucional significativa” com a criação de organismos como o Conselho de Paz e Segurança, O Sistema Continental de Alerta Precoce, o Comité de Inteligência e Segurança, a Força Africana em Estado de Alerta e a Força de Paz da União Africana.

Ainda assim, reconheceu que “África continua a enfrentar desafios significativos com conflitos persistentes e crises políticas”, bem como o terrorismo e o extremismo violento, a criminalidade transnacional organizada, os tráficos ilícitos, as tensões entre estados crises humanitários e deslocamentos forçados.

O programa “Silenciar as Armas” da Agenda 2063 da UA quer transformar África num continente mais pacífico, estável e seguro.

O presidente da Comissão da União Africana, Mahmoud Ali Youssouf, também se encontra em Luanda e foi recebido hoje pelo chefe de Estado angolano.

À margem da audiência, o presidente da Comissão defendeu que “África deve reforçar a capacidade de garantir meios próprios para a paz e segurança”.

“Não podemos esperar sempre pela ajuda externa. Temos de começar a organizar-nos para recuperar a nossa soberania e proteger o nosso continente com os nossos próprios esforços”, disse aos jornalistas.

A cimeira de Luanda, salientou, assume “capital importância” para a definição de mecanismos para reforçar a prevenção e resolução de conflitos.
