Portugal wants to double energy storage capacity by 2030

Portugal wants to double its energy storage capacity by 2030, establishing a growth trajectory that envisions 6.9 GW of capacity in 2030 and 9.76 GW in 2040. The goal is to address one of the main challenges of the energy transition: ensuring that electricity produced from renewable sources, especially solar and wind, can be used when needed, even when production varies according to weather conditions. The plan was developed based on technical studies conducted by INESC TEC, INESC-ID, and IN+ and aims to frame the role of storage in the evolution of the Portuguese energy system.

The strategy does not rely on a single technology, combining faster-implementation solutions with shorter life cycles, such as batteries, with larger and longer-lasting projects, namely hydroelectric pumping systems. This combination should allow for addressing different needs, from managing daily fluctuations in renewable production to storing larger volumes of energy over longer periods. ENAE also aims to create economic and regulatory conditions so that storage can participate more effectively in the electricity market and system services.

Strengthening storage also has a strategic dimension, allowing for the reduction of natural gas power plant usage and, consequently, decreasing the country's exposure to fossil fuel imports. The Minister of Environment and Energy, Maria da Graça Carvalho, stated that greater storage capacity promotes greater competitiveness in the energy market and the progressive decrease of energy produced by combined-cycle natural gas power plants. From the minister's perspective, this evolution creates conditions for more affordable, cheaper, and clean energy, contributing to decarbonization and strengthening Portuguese energy sovereignty.

The National Energy Storage Strategy is composed of the Action Plan, which defines targets and measures until 2040, and the respective Technical Study. The public consultation is available through the Participa.pt platform and will run for 20 days, allowing citizens, companies, and associations to submit comments and contributions to the process.

O objetivo é responder a um dos principais desafios da transição energética: garantir que a eletricidade produzida a partir de fontes renováveis, sobretudo solar e eólica, possa ser utilizada quando é necessária, mesmo quando a produção varia em função das condições meteorológicas.

Segundo o Ministério do Ambiente e Energia, o armazenamento deverá permitir aproveitar melhor a produção nacional de eletricidade renovável, reduzir a variabilidade associada às fontes solar e eólica e reforçar a segurança de abastecimento, a flexibilidade e a estabilidade do Sistema Elétrico Nacional (SEN).

A estratégia estabelece uma trajetória de crescimento que prevê 6,9 GW de capacidade de armazenamento em 2030 e 9,76 GW em 2040. O plano foi desenvolvido com base em estudos técnicos realizados pelo INESC TEC, INESC-ID e IN+ e pretende enquadrar o papel do armazenamento na evolução do sistema energético português.

Baterias, barragens e novas soluções

A estratégia não assenta numa única tecnologia. O Governo prevê combinar soluções de implementação mais rápida e com ciclos de vida mais curtos, como as baterias, com projetos de maior dimensão e longevidade, nomeadamente sistemas de bombagem hidroelétrica.

Esta combinação deverá permitir responder a necessidades diferentes: desde a gestão das flutuações diárias da produção renovável até ao armazenamento de maiores volumes de energia durante períodos mais prolongados.

A ENAE prevê também criar condições económicas e regulatórias para que o armazenamento possa participar de forma mais efetiva no mercado de eletricidade e nos serviços de sistema. O plano identifica quatro áreas prioritárias: valorização económica e participação nos serviços de sistema, enquadramento regulatório, simplificação da ligação à rede e inovação tecnológica.

Menos gás e menor dependência energética

Para o Governo, o reforço do armazenamento tem ainda uma dimensão estratégica. Ao permitir guardar eletricidade produzida por fontes renováveis e utilizá-la posteriormente, a tecnologia poderá contribuir para diminuir a utilização de centrais a gás natural e, consequentemente, reduzir a exposição do país às importações de combustíveis fósseis.

A medida surge no contexto das metas de descarbonização e eletrificação previstas no Plano Nacional de Energia e Clima (PNEC 2030), num sistema elétrico onde o crescimento das renováveis aumenta também a necessidade de flexibilidade.

“A maior capacidade de armazenamento promove maior competitividade no mercado de energia e a diminuição progressiva de energia produzida pelas centrais de gás natural de ciclo combinado”, afirmou a ministra do Ambiente e Energia, Maria da Graça Carvalho, citada pelo Ministério. Na perspetiva da governante, essa evolução cria condições para uma energia “mais acessível, mais barata e limpa”.

A ministra considera assim o armazenamento uma peça importante não apenas para a descarbonização, mas também para a redução dos custos e para o reforço da soberania energética portuguesa.

Consulta pública durante 20 dias

A Estratégia Nacional de Armazenamento de Energia é composta pelo Plano de Ação, que define as metas e medidas até 2040, e pelo respetivo Estudo Técnico.

A consulta pública está disponível através da plataforma Participa.pt e decorrerá durante 20 dias. Cidadãos, empresas e associações podem apresentar comentários e contributos ou anexar documentos ao processo.

O desafio será agora transformar as metas definidas no papel em capacidade efetivamente instalada. Com o crescimento da produção solar e eólica, Portugal terá cada vez mais eletricidade renovável disponível em determinados períodos e maior necessidade de a deslocar no tempo. É precisamente nesse intervalo que o armazenamento pretende ganhar peso no sistema elétrico nacional.
