Pergaminhoflash company is contesting the preliminary result of the public tender for newspaper distribution in Portugal, which gave victory to Vasp in the two lots under dispute. The company led by Rui Marques Santos claims that the 5.47 point difference that decided the tender was concentrated exclusively in the price factor, since both competitors obtained maximum score in the geographic dispersion criterion. Pergaminhoflash questions the validity of sales points presented by Vasp, including a house, fire brigade associations, municipal libraries and CTT stores, arguing that these do not meet the requirement of minimum operation of 300 days per year. The company owned by José Manuel Rogeira de Jesus — owner of Parsoc, FEPI and majority shareholder of the owner of Jornal de Notícias and O Jogo — also alleges "price formation manipulation" by Vasp, noting that the discounts presented are mathematically exact to the cent, which contradicts the claim that the values were formed based on the real cost structure. Vasp, a company of Marco Galinha, won the tender for 2.3 million euros, representing a 25% savings for the State.
