"Government WhatsApp" cost 600 thousand euros: almost no one used it and had security flaws

The Portuguese government invested around 600 thousand euros in an internal communications application for members and officials of the executive, funded by the Recovery and Resilience Plan (PRR). The application, described as a kind of "Government WhatsApp", aimed to facilitate internal communication between executive members and their respective officials.

However, the platform had very low adoption, with very low usage levels by the users it was intended for. The poor uptake contrasted with the significant investment made by the Executive.

Beyond low usage, the application presented security flaws that raised concerns about the protection of users' data and communications. These vulnerabilities constituted an additional risk in a tool that should have ensured secure communications.

The 600 thousand euro investment was made through European PRR funds, meaning the project was funded with European public money intended for post-pandemic economic recovery.
