Government spent 600 thousand euros on an internal "WhatsApp" that almost nobody used

Portugal invested around 600 thousand euros in an internal communications application similar to WhatsApp, intended for members and staff of the Government. The solution was created under the Recovery and Resilience Plan (PRR), which funds modernization and digital transformation projects in public administration.

The application, developed to facilitate internal communication between government members and their staff, ended up having very low adoption. The usage rate was so low that the solution was practically never used by its intended recipients.

This case comes in the context of a broader evaluation of PRR investments, which have been subject to scrutiny regarding the effectiveness and concrete results of some of its technological modernization components for public administration.
