It is in this context that the author establishes five priorities for the new year that is now beginning.

The first priority is to bet on productivity, following the change already visible in the profile of Portuguese exports. The second is to decisively face the housing problem from the supply side, comparing the situation to the Alqueva reservoir project. The third is to continue reforming the State, not just by digitizing it, but by eliminating unnecessary processes. The fourth priority is to implement what is planned and foreseen, moving from the "kingdom of paper and PowerPoint" to that of actual work.

The fifth and final resolution proposed is that political decision-makers talk to each other, something considered essential in a fragmented parliament and with a government without an absolute majority. The author concludes that this may be the best resolution that leaders could make.

O novo ano devia começar agora, em setembro. Como no Império Romano do Oriente, em que no fim do verão se avaliavam as colheitas, se tratava das obrigações fiscais e se preparavam as novas campanhas. Fizeram-no durante um milénio, devia funcionar. No ano litúrgico das igrejas de tradição bizantina ainda se usa este calendário, desfasado do ano civil. Esqueça-se o 31 de dezembro. É no final de agosto que o país vem de férias, com as baterias recarregadas e a época futebolística já em curso. Há um antes e um depois do período estival. O ano judicial já começou a 1 de setembro, por um par de anos, mas agora, mesmo alinhado com o ano civil, é nesta altura que os tribunais reabrem portas depois da paragem de verão. O ano letivo escolar, de seguida o ano académico. Até a Assembleia Geral das Nações Unidas. Tudo em setembro. Os deputados voltam à Assembleia da República para iniciar a sessão legislativa a 15. O ano político, nesta altura, já começou, com as festas e rentrées. É quando se marca terreno, dizem que vêm para o novo ciclo. Lá está, é o começo do ano. Que se prolonga até ao Orçamento do Estado, apresentado até 10 de outubro, por lei. Continua a ser o mais importante documento político, ainda que esteja mais enxuto, sem o peso do recheio das políticas setoriais.

Portanto, como começa o ano, esta é a altura certa para elencar desejos e formular resoluções. Os partidos já o fizeram, com os temas de combate prometidos e as linhas vermelhas que apresentaram para ir à negociação. Não haverá 12 badaladas, reduzimos assim o esforço. Para o novo ano, o que agora começa, vamos estabelecer cinco prioridades, uma mão-cheia. Primeiro, apostar na produtividade. Vamos ser cada vez menos baratos e cada vez mais produtivos. É um caminho que está a ser feito, como mostra a alteração do perfil das exportações. A seguir, vamos enfrentar decididamente o problema da habitação, pelo lado da oferta. Como se inscreveu no Alqueva, adaptado às circunstâncias: “Construam-nas, porra!”. Leva tempo, comecemos já. Ontem era tarde. Depois, continue-se a reformar o Estado. Não é só digitalizá-lo, é eliminar passos, processos. A inércia é poderosíssima, mas temos de a ultrapassar, não há alternativa. Mais: está muito previsto, planeado, faça-se acontecer, concretize-se. Para sairmos do reino do papel e do powerpoint para o da obra. Finalmente, que os decisores falem uns com os outros. Porque nada acontece sem isso, principalmente num parlamento fragmentado e com um governo sem maioria. Não estão habituados a isso. Não estamos habituados a isto. Entendam-se. Entendamo-nos. Talvez seja a melhor resolução que os líderes poderiam tomar.
