Ricardo Couto determines neutrality of public agents from the Rio government in elections

The acting governor of Rio de Janeiro, Ricardo Couto de Castro, published a decree on Wednesday determining that public agents in the high administration of the Executive Branch must act neutrally in elections. The decree establishes rigorous political-electoral neutrality and prohibits numerous authorities, such as Undersecretaries, Top Directors, Presidents, Vice-Presidents and Directors of autarchies, public foundations, public companies and mixed-economy companies controlled by the State, from using their positions to hinder, promote or favor candidates. Public servants are free to express their views only on a personal basis, outside the exercise of government and on days off.
André Ventura, during a visit to "alert political power," accused the Government of "failure" in resolving post-Kristin problems, considering that the delay represents "the State's failure" and that the most affected populations "were forgotten."
