Since the beginning of the Russian invasion of Ukraine in February 2022, more than twenty-seven thousand foreigners, from approximately one hundred and thirty countries, have enlisted in Russian ranks, according to Ukrainian intelligence. The phenomenon has grown steadily over the past few years, with Russia opening its borders to attract foreign combatants.
Among the countries of origin of these volunteers are nations from the Middle East, Africa, Latin America, and even Western countries. Many are motivated by economic reasons, given that the payments offered by Russia significantly exceed the average salaries in their home countries. Some are also attracted by extremist ideologies or pro-Russian propaganda.
Ukrainian intelligence closely monitors this flow of foreign combatants and regularly shares data on numbers and origins. Moscow, for its part, presents these volunteers as proof of international support for its military operation, although many of these combatants are mercenaries with no direct connection to the cause they claim to defend.
The phenomenon raises concerns about international security, as combatants with experience in war zones may pose threats when they return to their home countries. Some governments have attempted to restrict travel by their citizens to prevent them from enlisting in the conflict.
