The president of the Municipal Chamber of Matosinhos warned that municipalities have been "greatly harmed" by the Government's lack of decision. The mayor criticized the way the central executive has treated municipalities regarding housing.

According to the president, the Government transferred responsibility for housing to municipalities, but without assigning them the necessary means to fulfill this function. This situation puts municipalities in a difficult position vis-à-vis their citizens.
