The Portuguese Government invested around 600 thousand euros in an internal communications application similar to WhatsApp, intended for members and officials of the Executive. The application was developed under the Recovery and Resilience Plan (PRR), the European financing program aimed at post-pandemic economic recovery.
The technological solution ended up having very low uptake, with few active users among government members and officials. This low usage raises questions about the need and appropriateness of the investment made.
Furthermore, the application may not have met the cybersecurity levels required for a government network of this nature, which represents an additional concern in terms of computer security in the public sector.
