After pressure from Flamengo, CBF, through its agency ANRESF, initiated an investigative procedure to examine the operation of the acquisition of Vasco's SAF by businessman Marcos Lamacchia, linked to Leila Pereira, president of Palmeiras. The agency prohibited negotiations between the two clubs and points to "signs of cross-influence" between clubs competing in the same competition. The investigation aims to verify whether the same person can exercise control or significant influence over more than one club, which would be prohibited by article 86 of the Regulations. CBF clarified that opening the procedure does not mean a conclusion of irregularity.
