Rio de Janeiro, historically Brazil's oil capital with 87% of the country's proven oil reserves and 74% of its natural gas reserves, is using pre-salt wealth to drive the energy transition. With production of 3.31 million barrels per day in 2025, the state attracts offshore wind, solar, and biomethane projects. Firjan predicts that oil will generate more than 1,400 jobs by 2027, while the city government announced a R$22 billion investment package through 2028. The state leads the country in adding energy capacity, with 1,600 MW installed and expectations of an additional 1,700 MW, positioning itself as a renewable energy hub.
