Rio needs to seize opportunity window before pre-salt decline, analysts warn

The energy sector, especially oil and gas, represents 53% of Rio de Janeiro's industrial GDP and accounts for 73% of state exports. In 2025, the state received approximately R$ 30.23 billion in royalties and R$ 14.72 billion in special participations. Analysts warn that the pre-salt production peak should occur between 2030 and 2032, followed by natural decline, making the diversification of Rio de Janeiro's energy matrix urgent and strategic. Firjan projects that oil should generate more than 1,400 jobs in the state by the end of 2027, and the city government announced a package of more than R$ 22 billion in investments by 2028. Experts emphasize that it is necessary to rapidly convert regulations and investment announcements into real construction projects and jobs, taking advantage of the window of opportunity provided by oil revenue before it closes.

The work carried out included preparing the network for the future operational configuration of the Circular Line, which is expected to come into operation in the first quarter of 2027 and will connect Rato to Cais do Sodré through the future Estrela and Santos stations, adding more than two kilometres to the network.
