What message did the CIA director take to Moscow: Ukraine, NATO or Iran?

The CIA director, John Ratcliffe, traveled to Moscow for meetings with Russian intelligence officials, without having met Vladimir Putin, according to the Kremlin. The secrecy surrounding the visit fueled speculation that Ratcliffe could be transmitting a warning from Washington related to Ukraine, NATO expansion or Iran's nuclear program. The meetings are taking place in a context of growing tensions between the United States and Russia.
